Six top delivery firms join labour ministry to drive digital job growth

The Ministry of Labour and Vocational Training (MLVT) has partnered with six leading passenger transport and goods and food delivery companies to expand access to labour market information, employment services and skills development opportunities.

The cooperation was formalised through a Memorandum of Understanding (MoU) on “Promoting Labour Market Information and Employment Services,” signed at the ministry on Monday, in the presence of Minister of Labour and Vocational Training Heng Sour.

The six companies are Grab Cambodia, MVL TADA (Cambodia), LM Car Co Ltd, PassApp Technology, Delivery Hero (Cambodia) and E-Gets Technology.

The partnership will establish a framework for promoting employment information and services, including the ministry’s 1297 hotline, as well as initiatives related to employment and vocational skills development.

Sour said the cooperation would allow the ministry to expand employment services and labour market information to young people, former migrant workers and the wider public, while supporting the smooth operation of transportation and delivery businesses.

He also described the agreement as a strategic social investment that brings the public and private sectors together to strengthen employment services, vocational training and social protection, which he said are important to Cambodia’s labour market and digital economy.

Employees and drivers of the participating companies will also have opportunities to access free and flexible vocational training under the Government’s 1.5 million-person TVET program.

The minister said drivers could use vocational skills to develop additional income sources, including through services related to electrical equipment, refrigeration and other technical fields.

As app-based transportation and delivery is an emerging sector in Cambodia, Sour encouraged the six companies and other businesses to consider forming an association to address common challenges, discuss business frameworks and market opportunities, and raise joint recommendations with relevant ministries.

The cooperation is expected to strengthen links between the government, private businesses and workers while supporting employment opportunities, skills development and Cambodia’s growing digital economy.
